State Enterprise “Single Window Center in the Field of Foreign Trade” under the Ministry of Economy and Commerce of the Kyrgyz Republic
The State Enterprise “Single Window Center in the Field of Foreign Trade” under the Ministry of Economy and Commerce of the Kyrgyz Republic (hereinafter referred to as the “Enterprise”) was established in accordance with the legislation of the Kyrgyz Republic in order to introduce the “single window” system, implement and promote the “single window” principle in the field of foreign trade.
The enterprise in its activities is guided by the Constitution of the Kyrgyz Republic, laws of the Kyrgyz Republic, decrees and orders of the President of the Kyrgyz Republic, decrees and orders of the Government of the Kyrgyz Republic and other regulatory legal acts of the Kyrgyz Republic.
The enterprise is directly subordinated to the Ministry of Economy and Commerce of the Kyrgyz Republic (hereinafter referred to as the Ministry).
An enterprise is a legal entity operating in the organizational and legal form of a state enterprise, based on the right of economic management, has separate property and operates on a self-sustaining basis.
The enterprise has an independent balance sheet, settlement and other accounts in national and foreign currencies in banking institutions of the Kyrgyz Republic and foreign banks, a seal, forms with a company name, a stamp and other paraphernalia.
Objectives of the Single Window
The enterprise carries out its activities in order to facilitate trade procedures by ensuring the availability, simplicity and efficiency of obtaining by applicants the necessary permits and licenses to regulate import and export operations.
The main tasks of the Enterprise are the creation of a “single window” system, organization, development, provision of services and ensuring the proper functioning of the “single window” system in the implementation of pre-customs procedures in the field of import and export activities for participants in foreign economic activity.
The introduction of a “single window” will also achieve the following goals:
ensuring the predictability and legality of all regulatory requirements of the involved bodies and organizations, transparency, centralized access to information in the field of foreign trade regulation;
ensuring effective interaction of state bodies with participants in foreign economic activity (FEA);
reduction of time and financial costs required to obtain the relevant documents.
